Sam Greenwood/Getty Images(JACKSONVILLE, Fla.) -- Jacksonville Jaguars wide receiver Justin Blackmon has been suspended by for the first four games of the 2013 season by the NFL for violating the league’s substance abuse policy.

The 23-year-old Blackmon will be allowed to participate during training camp and pre-season games. He will be eligible to return on Monday, September 30, following Jacksonville’s Week 4 contest against the Indianapolis Colts.

"I’ve made a mistake and I have no excuse,” Blackmon said in a statement. “ I am truly sorry and disappointed in myself for putting the Jaguars in this situation, and I look forward to putting this behind me and maturing and growing as a person.”

Jacksonville drafted Blackmon out of Oklahoma State with the fifth overall pick in last year’s NFL draft. In 16 games, he had 64 receptions for 865 yards and five touchdowns.
